US not at 'war' with ISIL, says Kerry

Secretary of State John Kerry says the United States is not “at war” with ISIL, trying to play down both the threat from the terrorist group and the US military campaign in Iraq and Syria.
Kerry said Thursday that the US strategy to fight ISIL included "many different things that one doesn't think of normally in context of war."
"What we are doing is engaging in a very significant counterterrorism operation," Kerry said in an interview with CNN. "It's going to go on for some period of time. If somebody wants to think about it as being a war with ISIL, they can do so, but the fact is it's a major counterterrorism operation that will have many different moving parts."
In another interview with CBS, Kerry rejected the use of “war” terminology and urged people and the media not to “get into war fever."
“I think war is the wrong terminology and analogy but the fact is that we are engaged in a very significant global effort to curb terrorist activity," Kerry told CBS. "I don't think people need to get into war fever on this.”
The top US diplomat said the Obama administration is pursuing a strategy to combat ISIL which was “not dissimilar to what we've been doing the last few years with al Qaeda in Afghanistan and Pakistan and in Yemen and elsewhere."
In recent weeks, US officials have been sending mixed messages on the severity of the threat ISIL poses to the homeland.
President Barack Obama on Wednesday said the US was prepared to expand its bombing campaign against ISIL terrorists and launch airstrikes in Syria.
"I will not hesitate to take action against ISIL in Syria, as well as Iraq," Obama said in a speech laying out his strategy to "dismantle and ultimately destroy" the terrorist organization.
In addition to expanding the bombing campaign already underway in Iraq, the Obama administration has planned to further arm and train what it calls “moderate” militants in Syria to fight against ISIL terrorists.
The White House is seeking congressional approval for $500 million for the militants.
